1899 was a watershed for the Warrant Officers. The old school of 'standing officers', the Gunner, the Boatswain and the Carpenter, had been around for hundreds of years, but the latter two hadn't long mastered the skills of a steam boat as opposed to a sailing vessel, when along came new technology and with it many more Warrant Officers.
